GLOBAL HEALTH GOVERNANCE POST-COVID-19: TIME FOR A HIERARCHICAL ORDER?

The COVID-19 has renovated the debate about global health governance. Many scholars have proposed that World Health Organization (WHO) should assume position of a central coordinator with hierarchical powers. This article presents four main objections to this project: problems ‘one-size-fits-all’ policies, heterogeneous distribution power within multilateral institutions, risks crowding out parallel initiatives, and democratic principle. Testing WHO’s ability as provider technical information, an OLS regression, analyzing first year coronavirus crisis, from January 2020 2021, in 37 countries reported Values Survey Wave 7, shows negative relationship between population trust WHO number cases COVID-19. indicates there is valid case for strengthen mandate, but not create structure.
